1949: Die Sitzung ist eröffnet! Grundgesetz,
erster Bundestag und Kanzlerwahl in Bonn
In Bonn wurde das Fundament der bestän-
digsten Demokratie der deutschen Geschichte
gelegt, die Anfänge der Bundesrepublik Deutsch-
land sind eng mit der Stadt am Rhein verknüpft:
Am 23. Mai 1949, vor 70 Jahren, verkündete der
Präsident des Parlamentarischen Rats, Konrad
Adenauer, in der Bonner Pädagogischen Aka-
demie das Grundgesetz für die Bundesrepublik
Deutschland. Nach dem Umbau zum Bundes-
haus versammelten sich dort am 07. September
1949 410 Abgeordnete zur konstituierenden
Sitzung des Deutschen Bundestages. Einige Tage
später wählte die Bundesversammlung Theodor
Heuss zum ersten Bundespräsidenten, bevor
schließlich am 15. September der Bundestag
für Konrad Adenauer als ersten Bundeskanzler
der Bundesrepublik Deutschland stimmte. Die
Sitzungen des Bundestages waren in den An-
fangsjahren geprägt von oftmals turbulenten
Debatten über die großen Fragen der innen- und
außenpolitischen Richtungsbestimmung: Westin-
tegration, Lastenausgleich, Wiederbewaffnung
und Wiedervereinigung sind nur einige Themen,
die die Abgeordneten hitzig diskutierten.
Bis zum Umzug von Parlament und Regierung im
Jahr 1999 debattierten die Mitglieder des Bun-
destages in Bonn – nach dem Abriss des alten
Plenarsaals 1987 im ehemaligen Wasserwerk, ab
1992 in einem neuen transparenten Gebäude.

heute Gäste aus aller Welt als hochmodernes
Kongresszentrum.
1949: The session is open! Basic Law, First Bundes-
tag and Chancellor Election in Bonn
In Bonn, the foundations of the most constant
democracy in German history were laid; the begin-
nings of the Federal Republic of Germany are
closely linked to the City on the Rhine: On May 23rd
1949, 70 years ago, the President of the Parliamen-
tary Council, Konrad Adenauer, proclaimed the
Basic Law for the Federal Republic of Germany at
the Bonn Pedagogical Academy. After the conver-
sion to the Bundestag Building, 410 delegates
gathered there on 7th September 1949 to the
constituent meeting of the German Bundestag. A
few days later, the Federal Assembly elected Theodor
Heuss for the first Federal President, before, on
September 15th , the Bundestag voted for Konrad
Adenauer as the first Federal Chancellor of the
Federal Republic of Germany. The meetings of the
Bundestag in the early years were characterized
by often turbulent debates on the major issues of
domestic and foreign policy direction: West inte-
gration, equalization of burdens, rearmament and
reunification are just a few topics that the members
of parliament heatedly discussed.
Until the parliament and government moved in
1999, the members of the Bundestag debated in
Bonn – after the demolition of the former plenary
hall in 1987 in the former waterworks, the members
of the Bundestag debated in a new transparent
building from 1992 to 1999, until the parliament
and government moved. As the World Conference
Center Bonn, guests from all over the world now
use it as a state-of-the-art conference center.

Mittelpunkt in Bonn und der Region. Das Haus der
Geschichte der Bundesrepublik Deutschland erinnert
in seinen Ausstellungen nicht nur an die Anfänge der
Bundesrepublik 1949 und die friedliche Revolution
1989, sondern feiert in diesem Jahr auch selbst sein
25-jähriges Bestehen.“
